Ukraine and European Partners File Complaint With UN Over Russian Interference in Satellite Communications

Eight European countries have filed a complaint with the International Telecommunication Union (ITU), a UN agency, regarding Russia’s interference with European satellite communications.
This was reported by the Dutch broadcaster NOS, citing relevant documents in its possession.
The complaint was signed by Estonia, Latvia, Lithuania, Poland, Ukraine, Finland, France, and the Netherlands. Seventeen other EU member states and the United Kingdom have expressed their support for the complaint.
“It’s very good that the Netherlands is taking action against this,” says Patrick Bolder of The Hague Centre for Strategic Studies and an expert on military activities in space. “You have to expose who is doing it, and how damaging it is.”
According to NOS, for the past year, several European countries have been facing disruptions to satellites operated by the two main European satellite providers: Eutelsat and SES. These satellites are crucial for various services across Europe, including radio and TV communications, as well as navigation in aviation, among other uses.
On July 1, 2024, Reuters reported that the ITU demanded that Russia stop interfering with the operation of European satellite systems, which jammed GPS signals and, in particular, obstructed control of aircraft flights.
