Ukraine and Poland have formalized their defense industry collaboration by signing a memorandum outlining key areas of cooperation. The agreement was signed on February 3 in Kyiv between Ukraine’s state defense conglomerate Ukroboronprom and the Polish Armaments Group (PGZ), with the presence of Ukrainian Minister for Strategic Industries Herman Smetanin and Polish Deputy Defense Minister Cezary Tomczyk.
According to the Ukrainian Ministry for Strategic Industries, the memorandum sets a framework for joint initiatives in the defense sector, including:
Production of ammunition;
Maintenance of armored vehicles and artillery systems;
Strengthening air defense capabilities.
Additionally, the agreement provides for the development of financial mechanisms to attract resources from the European Defense Strategy and the European Defense Industry Program.
Discussions during the signing covered the progress of ongoing joint projects and future areas of cooperation, particularly the localization of Polish defense production in Ukraine, the establishment of joint ventures, and the production of explosive materials.
The Polish Ministry of Defense confirmed the signing of the memorandum through an official statement on its X account. The signing ceremony included Piotr Zaweya and Marcin Idzik from PGZ, as well as Mykhailo Shevchenko representing Ukroboronprom.
A Polish economic delegation accompanying Deputy Minister Tomczyk comprised representatives of ten major state-owned defense companies, which have expressed interest in further cooperation with Ukraine. Discussions on specific projects and agreements are expected to continue in the near future.
Earlier, Polish Deputy Defense Minister Cezary Tomczyk arrived in Kyiv on an unannounced visit with executives from Polish defense industry companies. The delegation, welcomed by Polish diplomatic and military officials, aimed to discuss expanding defense cooperation, arms production, and procurement with Ukrainian officials. Tomczyk highlighted this as the first such mission since the start of Russia’s full-scale invasion.
