The Recovery Agency of Ukraine and the Construction Equipment Manufacturers Association of the Republic of Korea have signed a memorandum of cooperation in Seoul, paving the way for a new training center for heavy machinery operators in Ukraine and opening the door to broader Korean involvement in the country’s reconstruction.

Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba announced the development via Telegram on September 16.

“We signed a Memorandum of Cooperation between the Recovery Agency and the Construction Equipment Manufacturers Association of the Republic of Korea. The agreements provide for the creation of a training center in Ukraine where operators of excavators, cranes, bulldozers, and other heavy equipment will be trained,” the statement reads.

The planned training center will be fitted with modern simulators and equipment to ensure instruction meets Korean standards. The initiative is designed to accelerate the preparation of qualified specialists who will play a direct role in rebuilding Ukrainian towns and villages.

Kuleba emphasized that the programs will be open to veterans, women, and young people, providing new pathways for Ukrainians to take part in the recovery process while also gaining employment in a modern and dynamic construction sector.

Beyond training, the memorandum also creates opportunities for Korean companies to contribute directly to reconstruction efforts. The agreement covers the supply of machinery, the launch of pilot projects, and the provision of advisory support. Ukrainian and Korean experts will work jointly to harmonize standards, define procurement and maintenance requirements, and organize professional programs and events that underpin long-term cooperation in the rebuilding of Ukraine.

Earlier, Japan announced a reduction in its price cap on Russian crude oil, lowering the limit from $60 to $47.60 per barrel. The updated cap will take effect this Friday, on September 19.
