Ukraine and US Set Terms for Russia Ceasefire—Here Are the Three Key Points

On March 11, Ukrainian and US delegations held their first round of negotiations in Jeddah, Saudi Arabia, discussing a rare earth minerals agreement and a proposed ceasefire.
On the same day, Ukraine expressed its readiness to consider a US-proposed 30-day temporary ceasefire, which could be extended by mutual agreement if Russia also agrees and implements the terms simultaneously.
Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi reported on March 13 that Ukraine came to Jeddah with the following three key proposals.
Aerial ceasefire
When asked to elaborate on the proposal, Tykhyi clarified that it encompasses a complete halt to the use of all weaponry, including drones, missiles, and other airborne strike systems.
Naval ceasefire
This entails a complete halt to all military operations in the Black Sea [and possibly other naval operations] by both Ukrainian and Russian forces.
It includes suspending naval combat activities, missile strikes, drone deployments, and any other hostile actions in the region.
Exchange of prisoners of war
The exchange of prisoners of war remains a top priority for Ukraine, with officials striving to secure the release of the maximum number of captives possible.
The spokesperson underscored that the exchange is expected to involve Azovstal defenders, including soldiers from the Azov Brigade as well as other military units. This demand reflects Ukraine’s broader commitment to securing the return of all its captured service members.

Speaking alongside Belarusian leader Alexander Lukashenko on March 13, Putin stated that Moscow would agree to a 30-day ceasefire in Ukraine only if Kyiv guarantees it “will not mobilize, train, or receive weapons” during the truce.
