Over the past five years, Ukraine has made a leap in the development of digital public services, climbing from 102nd to 5th place in the global ranking. The ranking reflects improvements in the accessibility, quality, and efficiency of government services delivered through digital platforms.
“If you look at the table, in just five years we’ve gone from 102nd place in the world to 5th in the development of digital services. This ranking is compiled by the United Nations. We managed to make a real breakthrough,” said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology, during NV’s “Great Digital Transformation” event on June 18.
Fedorov also expressed confidence in further progress, stating that Ukraine is likely to enter the top three in the next edition of the ranking, expected in two years.

He commented as well on the current state of artificial intelligence (AI) in Ukraine. While the country does not yet have large-scale AI models or its own cloud infrastructure comparable to global technology companies such as Amazon or Microsoft, it possesses a key strategic asset—data.
“We have unique battlefield data, and it’s accumulating—this is something we can offer to the world,” he noted.
According to Fedorov, continued investment in digital development remains a government priority, particularly in the context of ongoing wartime challenges and the need for resilient, modern public infrastructure.
Earlier, Mykhailo Fedorov said that Ukraine is hit by around 100,000 cyberattacks each month.
