Ukraine Digitizes Military Medical Conclusions to Eliminate Corruption and Bureaucracy

Ukrainian Defense Minister Rustem Umerov has announced the completion of the first stage of the Military Medical Commission (MMC) reform, all commissions are now required to issue their decisions electronically.

The Minister reported that on April 2 on Facebook.

“The reform of the MMC is part of a larger transformation that we are implementing together with the Health Ministry, the General Staff of the Ukrainian Armed Forces, and international partners,” Umerov said.

According to the Defense Minister, here is what changes for conscripts:

  • MMC conclusions are now issued online — faster, more transparent, and without bureaucracy or corruption risks;

  • Information is automatically uploaded to the “Oberih” registry;

  • Data on the status of military service eligibility and examination dates are updated more quickly in the Reserv+  app;

  • No more need to deliver documents to the Territorial Recruitment Centers in person.

On March 28, it was reported that the WINWIN AI Center of Excellence, in collaboration with Ukraine’s Ministry of Digital Transformation, businesses, and the AI community, is creating a national large language model (LLM) to support the development of chatbots and AI assistants for the government and businesses, improving services and boosting organizational efficiency.

Reserv+ is a Ukrainian mobile app developed by the Ministry of Defense of Ukraine. The app allows conscripts, reservists, and those liable for military service to update their personal records and access a digital version of their military registration document.
