Ukraine Drafts One-Time Wartime Election Law to Secure Trusted Vote Under Martial Law

Ukraine’s parliament speaker, Ruslan Stefanchuk, stated that he had signed an order establishing a working group to draft a special, one-time law regulating elections under martial law, according to Suspilne on December 22. 

Stefanchuk stated that the group will include representatives of all parliamentary factions and groups, civil society, and the Central Election Commission, and will work out how to conduct what he called “safe, democratic elections” trusted in Ukraine and internationally.

He added that the drafting work would focus on applying Ukraine’s Electoral Code  in wartime conditions, including how to ensure voting rights for military personnel, how to organize voting for Ukrainians abroad, how elections could be handled in temporarily occupied territories, and how to ensure the presence of international observers. 

Earlier, it was reported that Russian leader Vladimir Putin stated he was open to meeting with Zelenskyy but refused to recognize him as a legitimate leader, linking this to Ukraine’s decision not to hold elections amid the ongoing war.
