Ukraine is moving toward a systemic partnership with Oman, mirroring the collaborative frameworks already established with Qatar, Saudi Arabia, and the United Arab Emirates.

Ukrainian teams are currently active in the region, laying the groundwork for agreements that span security and economic sectors, Ukrainian President Volodymyr Zelenskyy told journalists on April 9.

The cooperation is designed around tailored solutions for regional partners. Depending on a country’s specific needs, the focus may shift between maritime security and energy defense.

Ukraine’s approach emphasizes a "three-layer defense" system. Under this model, certain threats are handled by a nation’s domestic capabilities—such as anti-ballistic missiles and Patriot systems—while others are addressed through integrated Ukrainian expertise.

Finalizing these deals involves high-level meetings between leadership to determine the financial scope and duration of the partnership. A key priority throughout the process is ensuring that advanced technology and strategic assets do not fall into the hands of unfriendly nations.

To mitigate these risks, Ukraine insists that cooperation begins at the state-to-state level to provide long-term security guarantees.

Regarding broader security guarantees, Ukraine is working to clarify exactly how partners would respond if Russia’s full-scale invasion of Ukraine escalates.

Understanding the specific actions and support available from international allies remains a central focus for Ukrainian officials as they look toward future stability.

From late March to early April 2026, Ukraine expanded its diplomatic and strategic presence by developing a new security framework across the Middle East, stretching from Riyadh to Damascus.

During this period, the Ukrainian government formalised partnerships in regions where it had limited involvement for several decades. These efforts included the signing of multiple ten-year agreements focused on long-term cooperation in the defense and energy sectors.

By establishing these bilateral ties, Ukraine focused on sharing its specialized experience in modern aerial defense while working to stabilize international markets and shipping routes that had been affected by global instability.
