Ukraine Integrates AI Into Government Services With Launch of Five New Tools

On Tuesday, April 1, Minister of Digital Transformation Mykhailo Fedorov announced the launch and development of five artificial intelligence-based products aimed at streamlining government processes and enhancing service delivery through the Diia platform.

According to Fedorov, some of these solutions are already in use, while others are expected to launch in the near future.

“Artificial intelligence has become part of our internal processes. Some tools are already transforming the way users interact with the state, and others will be launched soon,” he wrote on Telegram.

The five AI tools include:

1. AI chatbot Natalka

Natalka is currently operational and supports potential partners in integrating their services into the Diia platform. The chatbot handles basic inquiries, assists in selecting the appropriate integration scenario, and then transfers communication to a human manager. In five months of operation, it has processed over 2,300 requests, reducing the workload on managers by 30%.

2. AI assistant in Diia

An upcoming feature on the Diia portal, this assistant will guide users in selecting services based on their life circumstances and respond to frequently asked questions.

3. AI-generated job descriptions

This tool facilitates the creation of structured and clear job descriptions. It also allows for the addition of creative elements to the postings, improving their appeal and usability.

4. Digital analysis of legal acts

Currently being tested within the Ministry, this tool assists legal teams by analyzing regulatory documents and uploading them into a central system. According to the Ministry, 35% of legal acts are processed by the AI tool within 72 hours.

5. AI analysis and translation of EU legislation

This solution helps align Ukrainian laws with EU regulations by analyzing and comparing legal texts. The process supports legal harmonization, which is essential for Ukraine’s European integration efforts.

Fedorov added that these tools are part of a broader initiative to implement a national large language model, which will further expand the government’s use of AI in public administration.

What is Diia?

Diia is Ukraine’s national digital platform designed to provide government services online. Launched by the Ministry of Digital Transformation, the platform includes both a mobile app and a web portal, allowing citizens to access a wide range of services without visiting physical offices.

Through Diia, Ukrainians can obtain digital versions of documents such as ID cards, driver’s licenses, and tax numbers, as well as register businesses, apply for social benefits, and submit official forms. The platform aims to reduce bureaucracy, improve transparency, and make government services more accessible.

Diia has become a central part of Ukraine’s digital infrastructure, especially during wartime, helping ensure continuity of public services and supporting new initiatives such as e-Residency and digital education tools. With the integration of artificial intelligence, Diia is expanding its capabilities to offer more personalized and efficient support to users across the country.

Earlier, in October 2024, Diia was named one of TIME’s Best Inventions of the Year in the “Apps and Software” category. The recognition was awarded for introducing the world’s first fully digital marriage registration service.
