Ukraine will introduce mandatory verification of all Starlink satellite terminals through a national “white list,” allowing only registered and approved devices to operate in the country, Ukraine’s Minister of Defense Mykhailo Fedorov announced on February 2.

He stated that unregistered Starlink terminals will be disconnected.

The decision is a response to Russia’s use of Starlink-equipped drones, which are difficult to intercept because they fly at low altitude, resist electronic warfare, and can be remotely controlled in real time over long distances.

Russian forces have previously concentrated their efforts on targeting logistics along the Ukrainian logistics routes using Starlink-connected drones.

One of the attacks targeted a bus carrying civilians, but it resulted in no fatalities due to timely actions by the people.

According to Fedorov, the only effective technical countermeasure is centralized authorization of every terminal.

The system is being implemented by the Ukrainian government in coordination with SpaceX. Registration for civilians will be free and straightforward, requiring a single visit to a local administrative service center. Businesses will be able to verify terminals online via the Diia government portal.

Fedorov stated that military users will not need to register through civilian channels.

Ukraine’s Defense Forces already use a separate secure verification process via the DELTA system, and service members will not be required to transfer ownership data or place terminals on military balance sheets. Authorities said detailed registration instructions will be released soon.

Previously, Elon Musk, founder of SpaceX and owner of the satellite internet service Starlink, publicly responded to a message from Mykhailo Fedorov, thanking him for addressing issues related to the use of Starlink terminals by Russian forces.
