Ukraine is proposing to host a non-nuclear deterrence package on its territory to pressure Russia into negotiations or risk having its military facilities targeted. This involves deploying specific missile systems.

Ukrainian President Volodymyr Zelenskyy stated this during his address to the European Council in Brussels on October 17.

During the presentation of Ukraine's Victory Plan, Zelenskyy highlighted that the third point of the plan focuses on "non-nuclear deterrence" of Russia. Ukraine's proposal includes placing the deterrence package on its territory to pressure Russia into participating in peace talks or to allow for the destruction of its military facilities.

As Zelenskyy explained, this approach embodies the principle of "peace through strength," involving the deployment of a suitable missile system.

"We have provided all the necessary details to our partners who can facilitate this, including the USA, the UK, France, Italy, and Germany. Putin must respect our strength instead of making the free world tremble with his threats," the President emphasized.

Ukraine’s President Zelenskyy presented his Victory Plan at the Verkhovna Rada  on October 16, stressing the end of the war depends on Ukraine’s partners and not on Russia’s leader Vladimir Putin.
