Ukraine ranks 5th in the world in terms of the level of development of digital public services.

This is stated in the results of the Online Services Index, an international study of the E-Government Development Index, which evaluates 193 countries of the world and is developed by the United Nations.

Back in 2018, Ukraine ranked 102nd. Since then Ukraine moved up 97 positions in 6 years.

The goal of Ukraine’s Ministry of Digital Transformation is to build the most convenient state in terms of public services, so all services launched by the Ministry are user-oriented.

Digitalization has completely transformed the interaction between man and the state. Electronic services have replaced paper ones and have become an integral part of the life of Ukrainians. The Diia application is a document app that already has almost 21 million users, meaning the majority of adult Ukrainians.

“In 2019, we had a task from the President to build a digital state. Now we have concrete results. We were the first to equate electronic documents with paper documents and the fourth in Europe to launch digital driver's licenses,” wrote the Minister of Digital Transformation Mykhailo Fedorov.

He added that the registration as a sole trader in Ukraine is the fastest in the world, with the procedure taking only 4 seconds. 

“In addition, we took the 5th place in the level of development of digital services, and the first place in terms of the involvement of citizens in government processes through online,” Fedorov added.

The Minister emphasized that Ukraine’experience now is valuable for the whole world.

“We are not stopping, I set the whole team the task of being on the first place in the rating in 2026,” Fedorov concluded.
