Ukraine Warns AI Fake “Soldier Videos” Flood Social Media, Pushing Shortage and Blackout Panic

Ukraine’s Center for Countering Disinformation said a continuing wave of AI-generated fake videos impersonating Ukrainian soldiers is circulating on social media, amplifying claims of shortages in food, equipment and other support, according to the center on January 19.
The center said the clips also exploit public anxiety over electricity outages, pushing narratives about the “futility” of resistance and the alleged hopelessness of the fight, while relying on synthesized voices, staged emotion and pseudo-realistic visuals to appear credible.

The center said AI tools allow Russian propaganda to produce and distribute such content at scale with limited resources, and that the heightened realism of AI video can make fakes harder to recognize quickly, helping them spread through social-media algorithms.
It said the goal is to demoralize society and undermine public resilience.

The center has repeatedly warned about similar AI-driven disinformation aimed at discrediting Ukraine’s defense forces, including earlier waves of AI videos framed as frontline appeals and claims tied to mobilization, and it published an analytical report in late November 2025 on the use of AI-generated video to target Ukraine’s military.
Earlier, the Center for Countering Disinformation reported that AI-generated videos circulating on TikTok falsely portrayed Ukrainian troops “mass surrendering” near Pokrovsk to push the idea that Ukraine is losing and outside support is pointless.
