As of February 2025, 62,948 people are officially listed as missing under special circumstances in Ukraine.

This was reported by Ukraine’s Commissioner for Missing Persons under Special Circumstances, Artur Dobroserdov, during a broadcast on Ukrainian Radio.

The missing include both military personnel and civilians. So far, the whereabouts of 10,291 individuals have been determined, and their bodies have been identified.

Dobroserdov noted that most of the cases recorded in the Register of Missing Persons under Special Circumstances involve individuals who disappeared in combat zones or Russian-occupied territories. The register also includes those who went missing due to natural disasters, industrial accidents, or other emergencies.

As of September 2023, more than 26,000 people in Ukraine were reported missing under special circumstances. At the time, officials stated that 15,000 were military personnel and 11,000 were civilians.

Those classified as missing under special circumstances include individuals who disappeared due to the war, military actions, temporary occupation of Ukrainian territory, or emergencies of natural or man-made origin.

On January 30, Russia has illegally detained over 20,000 Ukrainian civilians, surpassing the number of recorded Ukrainian prisoners of war, according to human rights advocate Maksym Butkevych.
