Ukraine plans to establish Space Forces by the end of 2025 as part of the Cabinet’s Program of Government Activities, which was registered in the Verkhovna Rada on September 23 as draft resolution.
According to a detailed breakdown of the defense chapter, the plan requires updating the structure of the defense forces “in connection with the creation of the Space Forces,” and forming the legal and organizational foundations for their functioning by December 31, 2025.
The government sets a 2026 target for the cyber and space components to reach at least 60% operational readiness.
Prime Minister Yulia Svyrydenko said the Cabinet had “approved the Government’s Action Program for 2025” and “submitted the document to the Verkhovna Rada.”

The Ministry of Defense has already laid groundwork for the new branch. In March, it created a Space Policy Department.
“The main goal of the new structure is to unite internal and external capabilities for the development of Ukraine’s military space,” Deputy Defense Minister Kateryna Chernohorenko said at the time. The ministry later added that it is “ready to take the lead in developing national military space.”
Earlier, it was reported that Ukraine and the European Union signed an agreement enabling Ukraine’s participation in the Copernicus program and in Space Situational Awareness sub-components covering Space Weather Events and Near-Earth Objects.
