Ukrainian authorities are urging citizens to remain vigilant and strictly follow safety protocols during the Easter holidays, citing the threat of Russian airstrikes, sabotage, and provocations.

On April 18, Ukraine’s Security Service (SBU), Ministry of Internal Affairs (MIA), and State Emergency Service (SES) issued coordinated recommendations advising people not to ignore air raid alerts, avoid mass gatherings, and observe mine and fire safety measures—especially in frontline and high-risk regions.

According to the Interior Ministry, crowded areas remain a likely target for attacks, and the public should take warnings seriously. “The Russians has repeatedly demonstrated its disregard for religious holidays,” the ministry noted.

The SES also addressed religious leaders, encouraging them to avoid organizing mass gatherings, particularly in regions near active hostilities. Worshippers are advised to join Easter services online when possible and to ensure access to shelters in or near places of worship.

The SES and MIA also emphasized the importance of safety at cemeteries during commemorative days, urging civilians to remain cautious of landmines. They additionally reminded people to avoid lighting open fires or burning dry vegetation near religious sites or residential areas.

The SBU issued a separate statement warning of potential Russian efforts to destabilize the domestic situation during Easter. According to the agency, Russian intelligence proxies continue to stage artificial conflicts between religious communities and may attempt terrorist attacks or adjust airstrike targets through the use of agents within Ukrainian territory.

“The enemy primarily targets areas where large numbers of people are present—whether on city streets or within residential courtyards,” the SBU said.

Earlier, President Volodymyr Zelenskyy stated that Ukrainian intelligence has information suggesting that Russia may launch strikes during the holiday period, possibly targeting energy infrastructure.
