Ukrainian emergency divers carried out a rare and high-risk underwater operation in subzero conditions after a Russian strike damaged critical energy infrastructure in Kyiv, according to the Ukrainian State Emergency Service on January 22.

The attack caused flooding at one of the capital’s combined heat and power plants after a pipe was damaged, complicating urgent repairs to equipment essential for heating and electricity supplies for thousands of households.

With temperatures dropping to around minus 15 degrees Celsius, emergency service divers entered icy water and began repair work under extreme conditions. The operation continued for six days, during which the team successfully stopped the water leak, allowing restoration crews to proceed with broader recovery efforts.

Officials praised the divers’ professionalism and determination, describing the operation as a decisive factor in stabilizing energy supplies during a critical period.

Several members of the dive team received state honors for their actions. Artyom Orlov, Denys Frolov, and Mykhailo Khyzhniak were awarded the Order of Courage, Third Class. Andrii Vlasenko received the Order of Danylo Halytskyi, while Anton Haitan was awarded the Defender of the Homeland Medal.

Authorities described the operation as a clear example of responsibility and courage under pressure, highlighting the role of emergency responders in keeping essential services running despite ongoing attacks and harsh winter conditions.

Earlier, Ukraine’s Security Service classified Russia’s systematic strikes on Ukraine’s energy infrastructure as crimes against humanity, citing extensive evidence that the attacks are aimed at destroying civilian living conditions.
