Ukrainian Intelligence Unveils Key Figures Behind Russia's War Production

On February 26, the The Main Intelligence Directorate (HUR) has published a comprehensive dataset detailing Russia’s military-industrial leadership, exposing key figures responsible for driving the country’s war machine, on the War&Sanctions portal.

These officials oversee the production of around 150 ballistic and cruise missiles every month, upgrades to Shahed attack drones, and the development of jet-powered variants. The data sheds light on the individuals shaping Russia’s war economy and the networks sustaining its military aggression.

According to the portal, at the top of the chain is Russian leader Vladimir Putin, who personally controls key decision-making within Russia’s military-industrial complex (MIC). A network of government bodies, security agencies, and state-run enterprises operate under his direct or indirect supervision.

Since 2014, Putin has chaired Russia’s Military-Industrial Commission, the entity responsible for military procurement and defense strategy. He also handpicks its members. The commission’s leadership includes:

  • Dmitry Medvedev, deputy head of Russia’s Security Council, serving as first deputy chairman.

  • Denis Manturov, first deputy prime minister.

  • Sergei Shoigu, secretary of the Security Council.

Another key player is Alexei Dyumin, a longtime Putin ally who leads the commission’s executive arm, the Collegium, and serves as secretary of Russia’s State Council. Dyumin plays a central role in managing Russia’s defense sector.

The commission also operates a Scientific and Technical Council, responsible for research, innovation, and analytical support for the MIC.

Following Russia’s full-scale invasion of Ukraine in 2022, cracks in the MIC’s management became evident, particularly in logistics and oversight. In response, Putin created two additional control structures:

  • The Coordination Council under the Russian Government, led by Prime Minister Mikhail Mishustin. It oversees weapons production and military logistics, bringing together security officials, economic policymakers, and Kremlin representatives.

  • The Presidential Directorate for MIC Oversight, led by Dyumin, which monitors the industry’s performance and manages international defense cooperation.

The newly published database exposes 201 high-ranking figures at the core of Russia’s military-industrial complex—individuals responsible for sustaining the Kremlin’s war effort.
