Ukraine’s long-range strike capabilities continue to target Russia’s critical military infrastructure, with losses to Russia’s fuel and energy sector amounting to 27–30%, according to Major General Vadym Skibitsky, Deputy Head of Ukraine’s Military Intelligence Directorate (HUR) reported on Telegram on October 21.

Speaking at the “Energy That Holds Ukraine” forum, Skibitsky emphasized that Ukrainian forces are focusing on the most vital military targets, including oil refineries, fuel storage facilities, and military-industrial enterprises.

“We aim at the most critical military objects, and the results against the oil refineries and fuel storage bases are clear,” Skibitsky stated. He also mentioned that Ukrainian forces are targeting not only Russia’s energy infrastructure but also command posts and military production facilities.

The general highlighted that Russia’s most critical defense enterprises are often located more than 500–750 kilometers from the border, requiring significant resources to strike.

HUR also emphasized that it continues its systematic work to weaken the Russian offensive potential and reminds that there are no longer any safe places in Russia.

By targeting key energy infrastructure, Ukraine aims to limit Russia’s manufacturing and logistical capabilities, reduce its financial resources, and undermine its ability to sustain a prolonged military campaign, HUR wrote.

Previously, it was reported that unmanned aerial vehicles targeted two of Russia’s key energy sites overnight—an oil refinery in Novokuybyshevsk, Samara region, and a gas processing plant in Orenburg—causing large fires at both facilities.
