Drone Strike Forces Shutdown at Rosneft’s Novokuybyshevsk Refinery, Industry Sources Say

Rosneft’s Novokuybyshevsk oil refinery suspended primary crude processing on October 19, following a drone attack that triggered a fire, industry sources told Reuters.
The facility, part of Rosneft’s Samara group and capable of processing 8.3 million tons of crude annually, shut down both of its crude distillation units—CDU-11 and CDU-9—as a result of the incident.

According to Reuters sources, CDU-11 has a capacity of 18,900 metric tons per day (approximately 138,540 barrels per day), while CDU-9 processes 4,700 tons per day.
They also noted that the refinery, which produced 1.10 million tons of gasoline, 1.64 million tons of diesel, and 1.27 million tons of fuel oil last year, is expected to resume operations in early November.
Earlier on October 17, an explosion at the Avangard defense plant in Bashkortostan caused a major fire, according to Sterlitamak officials and Baza. The Rostec-operated facility, sanctioned by the EU in 2024, reportedly sustained damage and injuries.
Previously, it was reported that unmanned aerial vehicles targeted two of Russia’s key energy sites overnight—an oil refinery in Novokuybyshevsk, Samara region, and a gas processing plant in Orenbur—causing large fires at both facilities.
