The United States is not urging Ukraine to scale back its military capabilities and does not object to the potential deployment of a European peacekeeping contingent in the country, Reuters reported on April 23, citing two anonymous diplomatic sources.

These positions contradict Russia’s prior demands. At the same time, the US ceasefire proposal is said to also include significant concessions from Ukraine.

According to Axios, the US is requesting a formal response from Ukraine regarding a peace proposal previously shared with both Kyiv and Washington’s European allies. The plan reportedly includes de jure recognition of Crimea as Russian territory, de facto acceptance of other areas currently under Russian occupation, and a call for Ukraine to abandon its pursuit of NATO membership.

On June 14, Russian President Vladimir Putin outlined the conditions for peace, including the recognition of territorial realities as defined in Russia’s Constitution, Ukraine’s neutral, non-aligned, and non-nuclear status, as well as its demilitarization.

During a briefing with the press on April 22, President Volodymyr Zelenskyy reiterated Ukraine’s position on the temporarily occupied territory of Crimea, rejecting reports that the country might accept territorial concessions as part of a potential peace agreement with Russia.

“It’s outside our Constitution. This is our territory, the territory of the Ukrainian people,” he said.

At the same time, Zelenskyy affirmed that Ukraine is prepared to enter negotiations with Russia in any format once a ceasefire is established.
