US Presses NATO Allies to Boost Ukraine Aid by Buying American Weapons Through PURL Fund

The United States expects more NATO countries to buy American weapons for Ukraine through the PURL financing mechanism, US defense chief Pete Hegseth said ahead of a NATO defense ministers’ meeting, Ukrainian outlet European Pravda reported on October 14.

Hegseth told reporters the US is looking for an escalation in partner purchases and contributions to help Kyiv. “Our expectations today are that even more countries will make additional contributions, will buy more to provide Ukraine with everything necessary for a peaceful end to this conflict,” he said.

The Prioritized Ukraine Requirements List (PURL) is a funding mechanism created by agreement among Ukrainian President Volodymyr Zelenskyy, US President Donald Trump, and NATO Secretary General Mark Rutte. Under PURL, NATO members and partner countries can pool voluntary contributions that are used to buy US-made weapons and technology specifically requested by Ukraine.

The program compiles a prioritized shopping list of equipment and munitions based on Ukrainian requirements. Donors then finance purchases from that list rather than transferring in-kind aid from national stockpiles.

Proponents say PURL makes it faster and simpler for allies to deliver standardized, compatible systems to Ukraine while preserving national inventories.

According to European Pravda, Hegseth raised the expectation for increased take-up of the scheme on the eve of the North Atlantic Council meeting of defense ministers.

Officials in Brussels have been pushing greater industrial and financial support for Ukraine as part of a broader drive to maintain ammunition and weapons flows into Kyiv through 2025 and beyond.

Earlier, Slovenia joined NATO’s PURL initiative and allocated funds to purchase US weapons for Ukraine.
