Ukrainian President Volodymyr Zelenskyy stated that any move toward elections or a nationwide referendum while martial law remains in force would depend on progress in negotiations. The president made the remarks while speaking to journalists on January 7.

Asked whether he would meet lawmakers before the next parliamentary session week to discuss government appointments and draft legislation on elections and referendums, Zelenskyy said the timetable would be determined by whether talks continue and deliver results.

He said a referendum could be considered only as part of what he described as a 20-point plan, and tied any such steps to security guarantees, including bilateral guarantees with the US, and an agreement he said he had reached with US President Donald Trump that must be secured with signatures.

Zelenskyy said US officials were negotiating with Russia and discussing different options, but that Russia was still resisting. He added that Ukraine’s partners were strong enough to increase pressure if they chose.

If diplomacy fails and Ukraine must continue defending itself, Zelenskyy said the priorities would include more air defense, a strong army, financing for drone production, and stronger protection of the country’s airspace.

He said that allies already understood Ukraine’s needs and should move faster, and urged the US to use available tools to pressure Russia while keeping Ukraine a priority.

Earlier, it was reported that Ukraine’s parliament speaker set up a cross-faction working group to draft a one-time framework for holding elections under martial law, including rules for military voting, voting abroad, and international observers.
