Ukrainian President Volodymyr Zelenskyy criticized Russia of “another deception” for failing to deliver a promised ceasefire memorandum, despite claims it had been drafted over a week ago. It was reported on May 29 by Reuters.

In his address, Zelensyyy explained that neither Ukraine, its international partners nor Turkey—host of the initial Istanbul talks—had received the document, despite Russian assurances to US and Turkish officials. It was reported on May 29, 2025 by Ukrinform.

He noted that Foreign Minister Sergei Lavrov had pledged to present the memorandum at a second round of talks in Istanbul on June 2. Meanwhile, Defence Minister Rustem Umerov handed over Ukraine’s own ceasefire proposal to Russian negotiator Vladimir Medinsky, underscoring Kyiv’s insistence on an immediate and unconditional truce.

Zelenskyy warned that Russia’s delay—a tactic he called a “mockery of the whole world”—is designed to produce empty meetings and evade sanctions. “We need a ceasefire. We need diplomatic steps toward real peace. And it’s time to put more pressure on Russia,” he stated.

Previously, it was reported that the Russian Ministry of Culture had signed a $200 000 contract to restore Lenin’s Mausoleum on Red Square, with the work including the addition of dedicated weapons storage.
