Zelenskyy Signs Law Allowing Ukrainian Military Units to Be Deployed Abroad

President of Ukraine Volodymyr Zelenskyy has signed Law No. 4255-IX, which permits the deployment of Ukrainian Armed Forces units to other countries under specific conditions.
According to the law, during martial law, Ukrainian military formations, units, and subunits may be sent abroad to:
Ensure national security,
Deter armed aggression,
Protect Ukraine’s sovereignty and territorial integrity,
Exercise the right to self-defense under Article 51 of the UN Charter.
The law, refined following the president’s proposals, clarifies the procedures for making decisions regarding the deployment of Ukrainian forces, details the conditions of their stay abroad, and ensures compliance with international legal norms.
The decision to send military units to another country is made by the president and must be submitted for approval by the Verkhovna Rada .
The submission includes information on the mission’s objectives, the total number of personnel, types of weapons and military equipment involved, chain of command, duration of deployment, and conditions for extension.
The provisions do not apply to cases where military operations are conducted within the territory of the aggressor state.
Earlier, President Volodymyr Zelenskyy appointed Major General Andrii Hnatov as the new Chief of the General Staff of the Armed Forces of Ukraine. Hnatov, who previously served as Deputy Chief of the General Staff, has extensive experience in military operations, including the defense of Mykolaiv and command roles in Bakhmut.
