Zelenskyy Urges US to Sustain PURL Support as Ukraine Seeks $16 Billion in Defense Aid

As Ukraine braces for another year of war, President Volodymyr Zelenskyy is urging international partners—especially the United States—to maintain robust military support through the PURL program, UNITED24 Media reported on December 8.
Speaking to journalist, while traveling from London to Brussels, Zelenskyy highlighted the program’s critical role in supplying advanced American weapons—particularly air defense systems that European allies are unable to provide.
“European partners are strong allies, no doubt,” Zelenskyy said. “But PURL gives us access to specific weapons from the US that Europe simply doesn’t have. That’s why this program must continue—no matter what.”

The PURL program enables Ukraine to purchase advanced American weaponry, such as air defense systems, under a model that aligns with US strategic and financial policies.
“It fits the US approach—they support Ukraine not for free, but through structured assistance. And PURL is working—we are buying air defense systems, which are absolutely critical right now,” Zelenskyy noted.
He also acknowledged the support of Dutch Prime Minister Mark Rutte, who recently called on European leaders to provide additional funding for Ukraine’s defense needs.

“We need about $16 billion for the year. Today, the Netherlands made a positive decision, providing $750 million. I want to thank Dick Schoof and the Dutch government for their strong support.”
Despite this boost, Ukraine still faces a significant funding shortfall.
“We are still short by about $850 million this year. Originally, the gap was $1.6 billion, so the Netherlands helped close that gap. Now we turn to the United States—we’re working hard to secure the remaining funds and ensure the PURL program remains active.”
Earlier, it was reported that Zelenskyy said Ukraine would not compromise on its territorial integrity as talks continue over a revised US peace plan.
