Zelenskyy: US Proposes New Agreement on Critical Minerals to Ukraine, Nuclear Power Not Included

The United States has proposed a new comprehensive agreement to Ukraine focused on critical mineral resources.
According to President Volodymyr Zelenskyy during a meeting with journalists on March 25, the draft does not include any provisions related to nuclear power plants.
Zelenskyy stated that he had been briefed by his team about the US proposal, describing it as a full-scale document outlining the American side’s vision.
“This is a large, comprehensive agreement that reflects the US approach, building on previous steps. You may recall the framework agreement — typically, a full agreement follows that. This time, the US has presented a complete version from the outset,” Zelenskyy explained.
The President emphasized that the Ukrainian side has not yet reviewed the full details of the proposed agreement. He noted that before any decisions are made, the contents must be thoroughly analyzed.
“I asked the team to review the proposal carefully and clarify every detail. Only then will we convene to assess its significance. This document will be further developed jointly by both sides, and afterward, submitted to Parliament for ratification,” he said.
Zelenskyy also clarified that nuclear energy is not addressed in the proposed agreement.
The new deal is expected to cover cooperation in the extraction and development of rare earth elements and other critical raw materials, which are strategically important for modern technologies and energy transitions.
Earlier, President Volodymyr Zelenskyy confirmed that a 30-day ceasefire in the Black Sea and a mutual ban on strikes against energy infrastructure took effect on March 25, following negotiations involving Ukraine, the US, and Russia in Saudi Arabia.
