Belarus Returns Under National Flag as UCI Ends Cycling Sanctions

The Union Cycliste Internationale (UCI) has removed all remaining restrictions on Belarusian cyclists and eased participation rules for Russian athletes following updated guidance from the International Olympic Committee (IOC).

According to a UCI statement released after a meeting of its Management Committee held in Desenzano del Garda, Italy, from June 2 to 4, Belarusian riders will now be allowed to compete in UCI World Championships and UCI World Cup events under their national flag and symbols.
The decision follows recommendations issued by the IOC in May 2026 regarding the participation of Belarusian and Russian athletes in international sports. According to UCI, the governing body reviewed its regulations and decided to end the measures that had been applied to Belarusian cyclists since February 2022.

Under the updated rules, Belarusian athletes can participate in international cycling competitions without restrictions related to nationality. The changes apply across UCI-sanctioned events, including World Championships and World Cup competitions.
UCI also introduced changes affecting Russian athletes. Russian cyclists will no longer be required to apply for Individual Neutral Athlete (AIN) status before entering international events. In addition, Russian competitors will be permitted to take part in team disciplines.
However, restrictions on Russian national symbols remain in place. In its statement, UCI said: “Thus, any references to Russia remain prohibited, including in start lists, results protocols and television graphics, and national emblems and symbols remain prohibited, including on riders’ jerseys and equipment.”

The cycling federation said Russian athletes must continue to comply with neutrality requirements despite the procedural changes.
The decision marks one of the most significant revisions to international cycling eligibility rules since sanctions were introduced following Russia’s full-scale invasion of Ukraine in 2022. It also follows broader moves by several international sports federations to revise participation policies for Russian and Belarusian athletes in line with updated IOC recommendations.
Earlier, United World Wrestling (UWW) fully reinstated Russian and Belarusian athletes, allowing them to compete under their national flags and anthems across all age categories. The decision followed a broader trend among international sports federations easing restrictions introduced after Russia’s full-scale invasion of Ukraine.
