The Council of the European Union approved a batch of eight measures unlocking €4.7 billion ($5.1 billion) from the European Peace Facility to reimburse member states for military hardware already delivered to support Ukraine against Russia’s full-scale invasion, European Pravda reported.

The decision facilitates partial compensation for weapons and defense equipment provided by individual member countries. It also allocates an extra €230 million ($250 million) to expand funding for the EU Military Assistance Mission in support of Ukraine (EUMAM).

This procedural move represents a key step in carrying out the political agreement made by EU member nations on September 25 which targeted the mobilization of €6.6 billion ($7.2 billion) for Ukraine through the off-budget mechanism.

That broader agreement included €1 billion ($1.1 billion) in brand-new military equipment alongside sustained support to strengthen EUMAM Ukraine through 2027.

With these latest measures, total EU support provided through the European Peace Facility rises to €10.8 billion ($11.7 billion).

This figure includes €9.9 billion ($10.8 billion) designated to reimburse member states for direct arms transfers and €950 million ($1 billion) dedicated to military training initiatives under EUMAM.

Previously, EU member states agreed on the terms to release about $7.53 billion in European Peace Facility funds for Ukraine, including roughly $1.14 billion earmarked for new joint equipment procurement. EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced the decision on September 25.

Under the agreement, approximately $1.03 billion supported the EU's Military Assistance Mission for Ukraine, while around $5.36 billion reimbursed member states for military assistance already supplied to Kyiv. Kallas emphasized that European nations scaled up their support despite Russian hybrid pressure campaigns aimed at intimidating Europe.
