Finland Prepares 36th Military Aid Package for Ukraine, Decision Expected by Year-End

Finland is preparing its 36th military aid package for Ukraine, with a decision on its approval expected before the end of 2026, Militarnyi reported on October 23.
Finnish Prime Minister Petteri Orpo announced the plans during a joint press conference with Ukrainian President Volodymyr Zelenskyy in Kyiv on October 22.

"We are currently preparing the 36th package in close cooperation with the Ukrainian military. We plan to make a decision by the end of this year," Orpo stated.
The Finnish government is coordinating the contents of the upcoming package directly with Ukraine's military to address its operational requirements. Details of the equipment and weapons under consideration have not yet been disclosed.
Orpo noted that Finland had already provided Ukraine with five military aid packages in 2026. He confirmed that Helsinki would continue supplying military equipment and supporting the training of Ukrainian personnel.

The planned delivery is part of Finland's continued military assistance to Ukraine since Russia launched its full-scale invasion in February 2022. Previous shipments have included artillery ammunition, armored vehicles, and other military equipment.
Among the Finnish weapons already deployed by Ukrainian forces are 120 KRH 85 92 mortars and Crotale air defense systems, designated ItO 90M in Finnish service. The Crotale systems are designed to intercept low-altitude aerial targets, including aircraft, helicopters, and drones.
Finland approved its 35th military assistance package on October 9 in response to an urgent Ukrainian request. That shipment contained a single type of defense equipment from Finnish military stocks, while preparations for a larger follow-up package were already underway.

The upcoming package builds on a sharp increase in the scale of Finnish assistance earlier this autumn.
On September 15, Finland allocated its 34th package, worth approximately $335 million, its second-largest defense allocation to Kyiv since the full-scale invasion began. Part of the equipment was purchased directly from the Finnish defense industry, while the contents and delivery schedule remained confidential for operational security.
That decision raised the total value of Finnish defense aid to roughly $4.15 billion, up from about $3.68 billion after President Alexander Stubb approved the $138.5 million 33rd package on May 29.
