Kramatorsk and Sloviansk Officially Designated Zones of Active Hostilities, Toretsk Listed as Occupied

Ukraine has updated its official list of territories affected by hostilities and Russian occupation in the Donetsk region, designating Sloviansk and Kramatorsk as areas of active hostilities and recognizing Toretsk as temporarily occupied.
The changes are outlined in an order issued by Ukraine’s Ministry for Development of Communities and Territories on July 16, 2026, which entered into force on August 21.

Kramatorsk was also added to the list of areas where active hostilities are taking place. Before the latest update, both Sloviansk and Kramatorsk had been classified as territories of possible hostilities.
The Ministry for Development regularly revises the official list to reflect changes in the security situation. Under Ukrainian government criteria, territories of possible hostilities are areas where fighting is not currently taking place but where there is an increased risk of hostilities beginning. Areas of active hostilities, meanwhile, are considered to face a heightened and immediate threat to the lives and health of residents.
The updated list also expands the active-hostilities designation to a number of communities across the Donetsk region.

Several settlements within the Kramatorsk community—including Pryvillia, Semenivka, Komyshuvakha, Malotaranivka, Vasylivska Pustosh, and Ashurkove—were designated areas of active hostilities effective April 13. Bilenke, Krasnotorka, Oleksandrivka, Sofiivka, Shabelkivka, Yasna Poliana, Yasnohirka, and Dmytrivka received the same designation effective May 7.
In the Sviatohirsk community, Sviatohirsk itself and the villages of Adamivka, Bohorodychne, Hlyboka Makatykha, Dolyna, Krasnopillia, Mazanivka, Maiaky, Mykilske, Pryshyb, Sydorove, Tetianivka, and Khrestyshche were classified as areas of active hostilities effective May 14.
Sukhanivka, Bylbasivka, Myrne, and Torets in the Sloviansk community were added effective June 8. A further 23 settlements in the Kryvorizka rural community received the designation effective March 29.
As a result of the update, all settlements within the Kramatorsk, Sviatohirsk, and Sloviansk urban communities, as well as the Kryvorizka rural community, are now officially classified as areas of active hostilities.
The revised list also formally designates several additional settlements in the Donetsk region as temporarily occupied by Russia.
Among them is Toretsk, which was officially listed as temporarily occupied effective March 8, 2026. The same designation applies from that date to Novospaske, Shcherbynivka, Valentynivka, Dachne, Dyliivka, Krymske, and Sukha Balka within the Toretsk community.
Other settlements newly listed as temporarily occupied include Dronivka, Platonivka, and Sviato-Pokrovske in the Siversk community; Odradne in the Velyka Novosilka community; Katerynivka, Oleksandro-Kalynove, and Kleban-Byk in the Illinivka community; as well as Balahan, Kozatske, Promin, Razine, Fedorivka, Hrodivka, and Novoekonomichne in the Hrodivka community.
The updated classifications come amid continued Russian attacks on communities in the region, including Kramatorsk. On August 18, Russian forces struck multi-story residential buildings in the city with four FAB-250 aerial bombs equipped with UMPK guidance kits, according to the Donetsk Regional Prosecutor’s Office.
