The Kremlin said Russia’s response to Ukrainian drone strikes on St. Petersburg is already underway through its war against Ukraine, following a series of Ukrainian attacks on strategic targets in and around the city ahead of the St. Petersburg International Economic Forum (SPIEF).

According to Russian state news agency TASS on June 3, Kremlin spokesperson Dmitry Peskov was asked how Moscow would respond to Ukrainian drone strikes that targeted facilities near St. Petersburg. Peskov referred to an earlier statement by Russia’s Foreign Ministry and said Russia’s responses “will have a systemic character.”

“I want to remind you of the statement by the Ministry of Foreign Affairs, which said that our responses will have a systemic character. In fact, they already have a systemic character,” Peskov said.

Peskov also linked the strikes to Russia’s ongoing war against Ukraine, stating: “I can say that in order for such strikes not to happen, the special military operation  is continuing.”

The comments came after Ukrainian drones struck several targets in the St. Petersburg area, including the Petersburg Oil Terminal, the Russian Navy corvette Boykiy, and the Veleščinsky Dry Dock, according to Ukrainian reports published on June 3.

The attacks took place shortly before the opening of SPIEF, one of Russia’s flagship economic events, where Russian leader Vladimir Putin is expected to deliver a keynote address.

Videos circulating on social media showed forum participants arriving in the city while smoke was visible over parts of St. Petersburg. The Petersburg Oil Terminal is located approximately 17 kilometers from the Expoforum convention center, where the event is being held.

Peskov said the main part of Putin’s speech at SPIEF would focus on economic issues, although political topics would also be addressed.

The strikes on St. Petersburg followed a broader Ukrainian campaign targeting military, energy, and logistics infrastructure deep inside Russia. Earlier on June 3, Ukraine’s Unmanned Systems Forces reported attacks on Russian naval assets at the Kronstadt naval base and infrastructure linked to Russia’s defense industry.
