Putin Has Lost War Initiative but Refuses Ceasefire, Zelenskyy Says

Russian leader Vladimir Putin has lost the strategic initiative in his invasion of Ukraine but remains the primary obstacle to a ceasefire, Ukrainian President Volodymyr Zelenskyy stated in an interview with Fox News host Sean Hannity on July 29.

The interview followed a day of diplomatic engagements in Washington, D.C., where Zelenskyy met with US President Donald Trump at the White House and attended the funeral of the late Senator Lindsey Graham. Assessing the evolving battlefield dynamics, Zelenskyy emphasized that Russian forces no longer hold the upper hand, noting that “now, the initiative is not in the hands of Putin,” and calling it “the main thing that’s been changed,” according to Fox News.

Zelenskyy attributed Kyiv’s operational momentum to rapid advancements in domestic defense technology, efforts to minimize frontline casualties, and sustained support from Western allies, including Graham’s legislative push for sanctions against Russia.

To force the Kremlin into serious negotiations, the Ukrainian President argued that continued precision strikes against Russian military targets remain essential, Fox News reported.

Highlighting the alignment between Kyiv, Washington, and European capitals on diplomatic efforts, Zelenskyy stressed that Moscow continues to reject proposals to halt hostilities.

“We want to stop this war. … We are asking to stop this war each day, minimum, to negotiate a ceasefire for some period of time and give the possibility for diplomats to negotiate,” Zelenskyy told Fox News. “But Putin doesn’t want, so this is the problem. That’s why we need to respond, be tough, be strong.”

Regarding his White House meeting with Trump, Zelenskyy confirmed that discussions centered on securing US manufacturing licenses for Patriot air defense interceptors and exploring a proposed bilateral ceasefire on aerial strikes to present to Moscow. Characterizing the discussion as “a very good meeting,” Zelenskyy noted that Trump “accepted that he will give us licenses” for the missile systems, according to Fox News.
