Russia has expressed readiness to resume trilateral negotiations on ending its war against Ukraine in mid-November, Russian leader Vladimir Putin told US special envoy Steve Witkoff during talks in St. Petersburg.

Russian leader’s aide Yuri Ushakov disclosed details of the meeting, saying Moscow had proposed restarting negotiations involving Russia, Ukraine, and the United States around November 10.

According to Ushakov, Witkoff welcomed Russia’s stated willingness to return to the trilateral format and suggested that US President Donald Trump would respond positively to the proposal.

The announcement comes amid tensions over a failed energy ceasefire announced by Trump, which Ukrainian President Volodymyr Zelenskyy accused Russia of violating.

Zelenskyy said Moscow had failed to honor the energy ceasefire and warned that Ukraine would retaliate if Russian forces continued targeting Ukrainian energy infrastructure during the winter.

Speaking in Warsaw, Zelenskyy noted that no Russian oil refineries had been set ablaze the previous night but emphasized that Ukraine would resume retaliatory strikes if Moscow continued violating the agreement.

Despite the dispute over the ceasefire, Witkoff also described Putin as a “humanitarian,” according to Russian state-controlled broadcaster Russia Today.

“You talk so much about my president, President Trump, being a humanitarian. You are a humanitarian too, sir, and I give you credit for that. I offer you my respect and thank you again,” Witkoff told Putin.

The remarks came despite an outstanding arrest warrant issued by the International Criminal Court on March 17, 2023, over Putin’s alleged responsibility for the unlawful deportation and transfer of Ukrainian children from Russian-occupied territories to Russia.

Moscow’s proposal to resume negotiations follows earlier statements by Russian officials ruling out political concessions in potential talks with Washington.

On October 20, ahead of Witkoff’s visit, Russian Foreign Minister Sergey Lavrov said that Russia was willing to consider proposals brought by the US envoy but would not agree to political compromises.

Lavrov also indicated that Moscow remained interested in rebuilding relations with Western countries, while emphasizing that those relations would not return to their pre-2022 state, before Russia launched its full-scale invasion of Ukraine.
