Ukrainian President Volodymyr Zelenskyy stated that Starlink and Starshield services used by Ukrainian forces remain restricted, although US Secretary of State Marco Rubio has promised to work on resolving the issue, Fox News reported on October 21.

“Regarding Starlink and Starshield: they are still restricted, but the secretary of state told me that he will work with his team to unblock this issue,” Zelenskyy stated in an interview with Fox News.

Hegseth also addressed the Starshield restrictions, stating that the Pentagon had not ordered any reduction in support for Ukraine. “We haven’t pulled anything back,” he stated, adding that any restrictions were tied to Starlink’s terms of service rather than a US directive.

Zelenskyy also confirmed that the US had restored intelligence sharing with Ukraine, including information about Russian ballistic missile launches.

The restrictions on Starshield terminals emerged overnight on October 14, when SpaceX imposed new speed limits in Ukraine without advance warning.

The restrictions were reportedly imposed directly by Elon Musk. The Wall Street Journal reported that Musk personally ordered the October 14 Starshield slowdown, disrupting Ukrainian drone and interceptor operations, even though he later wrote that speed and usage limits were controlled by the US military and ultimately the president.

The terminals stopped functioning at speeds above roughly 160 kilometers per hour, disrupting systems used by Ukrainian forces to intercept Russian jet-powered Shahed-type drones.
