Russia Expands Military by 25,000 for Construction Units Ahead of Potential Military Draft

Russian leader Vladimir Putin signed a decree increasing the authorized strength of the Russian Armed Forces by 25,000 active military personnel to establish dedicated military construction units, Militarnyi reported on July 27.
Taking effect on August 1, 2026, the decree raises the total authorized strength of Russia’s military to 2,426,130 personnel, including 1,535,000 active service members. The adjustment marks an increase from a previous decree issued on June 12, which capped active military personnel at 1,510,000, Militarnyi wrote.

The newly allocated servicemen will be funneled into specialized construction contingents tasked with constructing defensive lines, field fortifications, and military infrastructure to support the operational deployment and autonomy of expanding Russian combat units.
The creation of dedicated military engineering and construction formations comes amid wider efforts by Moscow to form new divisions and army corps. Militarnyi noted that the expansion could also serve as an operational prerequisite for a potential autumn mobilization campaign, as the Russian defense ministry would require immediate housing and support facilities to accommodate incoming conscripts.
Capital military construction in Russia currently operates under a mixed administrative model overseen by the Ministry of Defense’s Main Directorate for Capital Construction alongside regional military commands, Militarnyi explained.
While the state-managed Military Construction Company (VSK) traditionally relies on civilian subcontractors, VSK established a fully owned subsidiary, JSC “Construction Company Voenstroy,” in January 2026 to consolidate internal technical personnel and heavy equipment across ten planned regional divisions.
Having launched major infrastructure projects spanning from the Russian Arctic to the Far East earlier this spring, Voenstroy was designed to reduce defense reliance on external commercial contractors, the publication noted. According to official Russian defense data cited by Militarnyi, state military construction teams completed 34 projects, encompassing more than 250 buildings and facilities, during the first half of 2026.
Russian military expansion coincides with previous warnings from Ukrainian President Volodymyr Zelenskyy, who stated that the Kremlin was preparing a covert mobilization wave of up to 500,000 troops following Russia’s parliamentary elections in September.
