Russia Hits Kyiv Power Plant With Ballistic Missiles Two Days After Trump’s “Energy Ceasefire”

Russian forces struck Kyiv with ballistic missiles on October 13, hitting Combined Heat and Power Plant No. 4 (CHPP-4), one of the capital’s key sources of both electricity and heating, according to Ukrainian President Volodymyr Zelenskyy. He said Ukraine again received no advance warning of the launch from its partners.
Emergency services are currently working to extinguish a fire at a damaged residential building following impacts across the capital.

Domestic defense detection systems identified the incoming missiles only as they approached the city.
Intelligence sources indicate that additional ballistic launches are being prepared by Russian forces. The strike hits key infrastructure despite Ukraine supporting a pause in targeting energy facilities during Russia’s full-scale invasion of Ukraine.
Local authorities noted that continued strikes on energy facilities without advance partner warnings create ongoing danger for civilians. Efforts remain focused on supplying air defense units with necessary interceptors to respond to threats.

The previous night, Russian forces launched over 100 aerial weapons, including drones and five ballistic missiles that struck civilian infrastructure in Kyiv and destroyed a residential building in Kharkiv, killing four people and injuring 41 others.
Zelenskyy stated that Ukraine received no early warning from its international partners regarding that ballistic launch either, emphasizing that advance intelligence is critical to saving civilian lives given the extremely short flight time.
