According to Russian media, Laptev served in Afghanistan and began his security career with the Soviet KGB before later joining Russia’s FSB, where he worked in “information security.”
He subsequently served in Russia’s tax police and, by the late 1990s, had become a deputy minister for taxes and duties.

Beginning in 1998, Laptev chaired the board of directors of Informtekhnika i Svyaz, a company that later became part of the Informtekhnika group.
The company develops computer software and hardware, with Russia’s Defense Ministry and Interior Ministry among its largest customers.
This case follows a string of other similar deaths, such as Colonel-General Stanislav Petrov, the former commander of Russia’s Radiation, Chemical, and Biological Protection (RCBD) troops, who died by suicide in Moscow.
Relatives discovered the body of the 87-year-old retired general early in his apartment at the famous House on the Embankment. Law enforcement sources confirmed the incident to Russian state media, adding that a pistol was found near his body.
In addition, another Russian officer commanding a drone unit has died in Russia’s Kursk region under unclear circumstances.
Lt. Vyacheslav Parkhatskikh, who led a UAV company within the 810th Naval Infantry Brigade, was reportedly killed on March 25.
Earlier reports indicated that as of the beginning of 2026, Russia has lost at least 19 generals.
