Russian Oil Region 2,500km from Ukraine Declares First-Ever Drone Attack Threat

The Khanty-Mansi Autonomous region, a major Russian oil-producing region located 2,500 kilometers from the Ukrainian border, declared its first-ever “UAV Attack Threat,” The Moscow Times reported on September 9.
The alert prompted authorities to issue shelter-in-place orders, advising residents to stay away from windows and remain indoors until the threat was lifted.

The strikes coincide with a severe domestic fuel strain inside Russia, where gasoline availability at gas stations nationwide plunged to just 28.1% by mid-August. The sharp supply drop from 41% the prior week prompted Russia’s Federal Antimonopoly Service to launch dozens of antitrust investigations against regional oil companies and fuel operators as shortages spread across the country.
Russia’s federal aviation agency, Rosaviatsiya, suspended operations at six regional airports: Khanty-Mansiysk, Surgut, Sovetsky, Igrim, Nyagan, and Uray. Local officials warned of potential communication and mobile internet blackouts, while second-shift students across all educational institutions were transitioned to remote learning, The Moscow Times wrote.
The region initially declared a “Drone Danger” alert indicating approaching unmanned aerial vehicles, which was upgraded an hour later to a direct attack threat.
A local schoolteacher told the independent outlet NeMoskva that students and staff were ordered via loudspeaker to shelter in the basement, marking the first time the school’s emergency protocol was actively enacted, according to The Moscow Times.

The Khanty-Mansi Autonomous region accounts for 40% of all Russian oil production and houses major industrial facilities, including the Nyagangazpererabotka plant and the Surgut Condensate Stabilization Plant.
Anticipating potential Ukrainian strikes, the region’s social development department had recently proposed classifying drone attack aftermaths as “extreme life situations” to guarantee state provision of hot meals, clothing, and essential supplies to potential victims, The Moscow Times noted.
Before this alert, cities and enterprises within the district had not faced direct drone attacks, although a missile danger was declared for the first time on May 5.
The closest targeted facility to the region remains the Tyumen oil refinery, located approximately 200 kilometers from the administrative border, which Ukrainian forces struck previously.
