Ukraine and Moldova are preparing a bilateral agreement to solidify future energy cooperation following talks on October 14 between Ukrainian Energy Minister Denys Shmyhal and Moldovan Prime Minister Vasile Tofan.

The discussions focused on joint energy challenges, winter preparation, and natural gas transit through a shared pipeline corridor, according to Denys Shmyhal.

The two nations are also exploring options for Ukraine to import additional volumes of electricity during Russia’s full-scale invasion of Ukraine.

“One of the key topics is passing the winter period. Ukraine and Moldova face common challenges in the operation of power systems and the issue of natural gas supply. Therefore, we primarily discussed the transportation of natural gas through a shared gas corridor and the possibilities of importing additional volumes of electricity,” Shmyhal noted.

Beyond grid operations and gas corridors, the officials coordinated steps to resolve operational concerns on the Dniester River and accelerate fuel transit through Moldova.

Measures include shortening tank truck border queues to secure swift fuel supplies to Ukraine.

“We separately raised the issue of simplifying procedures at the Ukrainian-Moldovan border. We discussed the implementation of joint control practices at checkpoints and the organization of corresponding bilateral consultations,” the energy minister added.

During the Moldova Security Forum in Chișinău on October 8, Moldovan President Maia Sandu announced that her country was prepared to host additional displaced Ukrainians if winter conditions severely deteriorated.

She noted that over 1 million Ukrainians had crossed into Moldova since the start of Russia’s full-scale invasion of Ukraine, with approximately 100,000 remaining in the country.

Meanwhile, Dorin Recean, Special Envoy to the President, confirmed that Chișinău was coordinating energy assistance for Ukraine, highlighting that while Moldova could not generate enough power to export directly, electricity could be transit-shipped through Moldovan territory from Romania.
