Ukraine Appeals to OSCE as Civilians Face Starvation in Temporarily Russian-Occupied Oleshky

Ukraine has initiated urgent consideration of the humanitarian crisis in temporarily Russian-occupied Oleshky at the OSCE Permanent Council, Ukraine’s Foreign Minister Andrii Sybiha wrote on X on September 30.
The issue, titled “On the catastrophic humanitarian situation in the Ukrainian city of Oleshky, temporarily occupied by the Russian Federation,” is expected to be addressed on October 1.

Oleshky, a city on the left bank of the Dnipro in Ukraine’s Kherson region, has been under Russian occupation since February 2022
The humanitarian situation in Oleshky has deteriorated sharply in recent weeks. Ukrainian officials have reported severe shortages of food, medicine, clean water, electricity, and medical care, while evacuation remains extremely dangerous because of mines and Russian military activity.
Sybiha stated that Ukraine’s delegation would brief participating states on conditions created by Russian occupation authorities.
“The delegation of Ukraine will inform participating States about the appalling situation created by the Russian occupation authorities, who are holding civilians, including children, hostage,” Sybiha wrote. “This is nothing less than a man-made humanitarian disaster.”

He added that Ukraine would continue challenging Russian narratives and informing international partners about conditions in the city.
“The situation in Oleshky is critical and requires urgent action by the international community,” Sybiha wrote. “I call on the Swiss OSCE Chairmanship and all participating States to condemn the aggressor and exert the strongest possible pressure on Russia.”
Sybiha also called for immediate humanitarian access to the occupied city.

“Oleshky needs urgent humanitarian relief. Russia must be compelled to allow it immediately,” he wrote.
Days earlier, the UN reported that Russia had still not guaranteed safe humanitarian access to Oleshky and nearby Hola Prystan, despite requests from Ukrainian authorities.
UN Humanitarian Coordinator Matthias Schmale noted that civilians were facing food and medicine shortages and that occupying forces are required under international law to facilitate humanitarian assistance.
