Ukraine Has Chance to End War With Russia Before Winter, Zelenskyy Says

Ukraine has a chance to end Russia’s war before winter, but reaching that goal will depend on US political will, increased pressure on Moscow, and additional American military technology, President Volodymyr Zelenskyy said.

According to The Wall Street Journal on September 23, Zelenskyy outlined the conditions he believes could create an opportunity to reach what he described as a just peace within the next two months.
“We have a chance to stop and end this war before winter, if… There are several ‘ifs.’ Of course, the first ‘if’ is always will. The will of the United States, especially the president. It is precisely about the political will to end this war,” Zelenskyy said in the interview.
At the same time, the Ukrainian president said political will alone would not be sufficient to change Russia’s position and called for additional pressure on Vladimir Putin.
The second condition, Zelenskyy said, is access to US technology and additional weapons, particularly air defense interceptors needed to protect Ukraine during the coming winter.
“The second ‘if’ is technology. We need some technologies from the United States. We have our experience, we are always ready to share it, but we need something from the US. We need a ‘winter package’: missiles for Patriot systems. Only the US produces them now,” Zelenskyy said.
The Wall Street Journal reported that Zelenskyy raised the proposed “winter package” during his meeting with US President Donald Trump in New York on September 22, requesting additional weapons and Patriot air defense capabilities. Zelenskyy also said he expects Washington to pursue an agreement aimed at stopping attacks on energy infrastructure.
Kyiv has made additional Patriot interceptors one of its main defense priorities ahead of winter. Zelenskyy previously said Ukraine had calculated a requirement of around 300 Patriot missiles for the winter period—approximately 100 per month.
Ukraine has also been discussing licenses that would eventually allow Patriot interceptors to be produced domestically. Zelenskyy has said, however, that securing missiles for immediate use remains a higher priority because establishing new production capacity would take time.
Zelenskyy had previously said Ukraine was prepared to take reciprocal de-escalation steps if Russia stopped targeting Ukraine’s energy sector, critical infrastructure, and food exports.
