Ukraine Holds Fire on Russian Energy Sites for 48 Hours, but Moscow Keeps Targeting Ukraine’s Energy Grid

Ukraine has refrained from striking Russian oil refineries and other energy facilities for two consecutive days following US President Donald Trump’s announcement of an energy ceasefire, while Russia has continued attacking Ukrainian energy infrastructure, President Volodymyr Zelenskyy said.
According to Zelenskyy on October 13, Ukraine has observed the proposed pause in energy-related strikes despite continued Russian attacks on civilian and critical infrastructure across the country.

“Ukraine has not carried out strikes on Russian oil refineries or the energy sector in general for the two days since the American President announced an energy ceasefire. But Russia did not heed the American President,” Zelenskyy stated.
The Ukrainian president emphasized that Russian forces had continued targeting Ukraine’s energy facilities and other critical infrastructure during the same period, with attacks reported across 19 regions in just two days.
“During this time, the Russians have attacked both our energy facilities and our critical infrastructure, sending absolutely clear signals that they have no intention of refraining from strikes on Ukraine,” he said.
Since last evening and up to now, the Russians have attacked Ukraine with more than a hundred different weapons – jet-powered drones, loitering munitions, and ballistic missiles. A significant portion of these strike assets were shot down. But unfortunately, not all of them.

Zelenskyy reiterated that Ukraine remains prepared to take reciprocal steps toward de-escalation but stressed that international pressure on Moscow is necessary to secure meaningful progress.
The statement follows another wave of Russian attacks on Ukraine, during which Moscow deployed more than 100 weapons, including jet-powered drones, loitering munitions, and ballistic missiles, from the previous evening into the following day.
Kyiv also came under a ballistic missile attack, with five missiles striking civilian infrastructure, according to the Ukrainian president.
Zelenskyy expressed concern that Ukraine had received no advance warning from its international partners about the missile launches, emphasizing the importance of timely intelligence sharing in protecting civilians.

The Ukrainian president stressed that advance notification of ballistic missile launches remains essential for reducing casualties and improving the effectiveness of civilian protection measures.
“Global pressure on Russia contributes to exactly that—bringing peace closer. But direct or indirect support for Russia, slowing down assistance to Ukraine, and making it harder to protect lives against ballistic missiles will certainly not help bring peace,” Zelenskyy said.
The latest wave of attacks also affected western Ukraine, where a Russian drone struck an educational institution in central Rivne, injuring at least 14 people. According to Oleksandr Koval, head of the Rivne Regional Military Administration, one person was seriously injured, while three others sustained injuries of moderate severity.
