Ukraine Neutralizes 40% of Russia Primary Oil Refining Capacity Through Long Range Campaign

Ukraine’s defense forces have successfully targeted 15 Russian oil refineries since the beginning of this year, significantly degrading the country’s fuel production capabilities.

According to Ukrainian President Volodymyr Zelenskyy, these long-range operations have effectively neutralized nearly 40% of Russia’s primary oil refining capacity as of May.

This sustained campaign against energy infrastructure, which Kyiv describes as "long-range sanctions," has created acute fuel shortages within Russia and across the territories held by Russian forces following Russia’s full-scale invasion of Ukraine.

Inside Russia, the impact of these strikes is creating a cascade of domestic economic challenges. Beyond the direct damage to refineries, the disruptions have forced the Kremlin to impose strict export controls on gasoline and aviation fuel to prevent domestic shortages.

Russian authorities are now reportedly considering a total ban on diesel exports to stabilize their internal energy market, as the loss of refining output threatens to drive up prices and complicate supply chains for both civilian and military sectors.

The tactical success of these strikes stems from the Ukrainian military’s ability to reach deep into territory held by Russian forces. President Zelenskyy noted that there are now effectively no safe logistics routes for the occupying forces in the south and east of the country.

These infrastructure losses represent a fundamental shift for a state that has long relied on its status as a primary global energy exporter.

"Right now, our warriors have the ability to reach Russian military logistics at virtually the entire depth of the temporarily occupied territory. There are practically no safe roads for the occupier in the south and east of our country," said President Zelenskyy.

He highlighted the strategic gravity of these losses for a nation that has historically relied on its position as a major energy provider. "For a country that was called a gas station until quite recently, to lose even this — it is a significant story, a significant loss," the President stated.

Kyrylo Budanov, the Head of the Office of the President of Ukraine, announced that the government established a strategic objective to end Russia’s full-scale invasion of Ukraine before the start of the winter season.

During the "Security Architecture" 2026 forum, he confirmed that President Volodymyr Zelenskyy issued a directive to pursue all available avenues to halt combat operations as quickly as possible.

Budanov emphasized that the plan was well-considered and achievable, noting that tangible signs suggested a foundation for ending hostilities was already beginning to take shape.
