Ukraine Targets Halt to Active Hostilities Before Winter Following Presidential Directive

Kyrylo Budanov, Head of the Office of the President of Ukraine, announced that there is a clear strategic goal to bring an end to Russia’s full-scale invasion of Ukraine before the onset of winter.

Speaking at the "Security Architecture" 2026 forum on June 1, Budanov confirmed that President Volodymyr Zelenskyy has issued a directive to pursue all possible avenues to halt combat operations as quickly as possible.

Budanov emphasized that while the goal is ambitious, it is both well-considered and achievable. According to the official, there are currently tangible signs that a foundation for ending hostilities is beginning to take shape.

He noted that Ukraine’s strategic strikes on Russian territory are a key component of this effort, intended to encourage the aggressor nation to engage in a meaningful dialogue regarding the cessation of hostilities.

Despite this push for a diplomatic breakthrough, the Ukrainian government remains cautious. Budanov acknowledged that there is no guarantee of success, as it remains possible that Russia could reject any proposed terms during the final stages of potential negotiations.

He stated, "If Russia refuses at the end, and that could also happen, do not forget that this is also possible. However, there are real signs now that the ground for ending hostilities already exists."

The discussion follows recent public speculation regarding the duration of the war. While some reports have suggested a longer timeline, Ukrainian officials have clarified that efforts are currently focused on a mid-term horizon.

Budanov reiterated that the directive from the President is to prioritize achieving a stable cessation of hostilities by the winter months, provided that Ukraine’s security and sovereignty are maintained.

As the Russian government struggled to formulate a growth strategy amidst continuing Ukrainian drone strikes and a pessimistic business outlook, Vladimir Putin prepared to host his fifth wartime economic conference in St. Petersburg.

The nation’s commodity-dependent economy faced significant headwinds, with economic growth slowing sharply to about 1% last year, and officials attributed the contraction to high interest rates, Western sanctions, and a strong rouble.

Meanwhile, Ukrainian drone strikes targeting critical infrastructure deep inside Russia knocked out an estimated one-quarter of the nation’s refining capacity, which created risks of fuel shortages and led the Russian business community to increasingly view ending the war as the only viable solution.
