Ukraine’s Defense Intelligence (HUR) is seeking information about networks that help Russian defense manufacturers obtain foreign-made electronics and dual-use technologies despite international sanctions.

The agency has appealed to employees of manufacturing, logistics, and trading companies, as well as individuals familiar with illicit procurement schemes, to provide information that could help identify supply chains supporting Russia’s weapons production.

According to HUR, Russian military-industrial enterprises continue to acquire Western electronic components and technologies necessary for manufacturing modern weapons, despite restrictions imposed on Moscow.

To circumvent sanctions, Russian companies reportedly rely on intermediaries, shell companies, and complex supply routes passing through third countries.

Ukrainian intelligence is particularly interested in identifying foreign suppliers of microelectronics and dual-use goods, companies acting as intermediaries, and Russian manufacturers purchasing these products for weapons production.

The agency is also seeking details about transportation routes and transit countries used to deliver restricted components to Russia.

The appeal comes amid continued Russian attacks on Ukrainian cities. According to HUR, more than 100 Ukrainian civilians have been killed and over 400 others, including children, injured in Russian strikes over the past week.

The attacks have affected residential buildings, passenger buses, shopping and business centers, and schools, the agency reported.

HUR said information about individual suppliers, intermediaries, or transportation routes could help identify broader procurement networks and expose companies involved in circumventing international sanctions.

The agency has encouraged individuals with relevant information to submit it confidentially through its secure Main Intelligence Bot, emphasizing that even isolated details could help trace supply chains used to obtain foreign technologies for Russian weapons manufacturing.

Ukraine’s military intelligence has also previously documented the presence of foreign-made components in Russian weapons systems, including the Kometa anti-jamming navigation modules installed in missiles, attack drones, and guided aerial bombs.

According to HUR, these modules are designed to protect onboard navigation equipment from electronic warfare interference, enabling Russian weapons to maintain navigation capabilities even in environments affected by electronic countermeasures.
