Ukraine to Produce Its Own Patriot Missiles as Trump Approves License, Zelenskyy Says

Ukrainian President Volodymyr Zelenskyy said Ukraine is set to receive licenses to produce missiles for Patriot air defense systems, citing a concrete agreement with US President Donald Trump.

Speaking to journalists on Septemebr 25, Zelenskyy was asked whether agreements had already been reached on the timeline for transferring the licenses to Ukraine.
“There are concrete agreements. At our latest meeting, President Trump emphasized to me: ‘Yes, I have made the final decision. Ukraine will receive licenses to produce Patriot missiles,’” Zelenskyy said.

The announcement follows earlier discussions over establishing licensed Patriot missile production in Ukraine. According to Defense Express, Zelenskyy previously said Kyiv was negotiating with US defense manufacturer Raytheon and hoped to establish production within approximately one to one and a half years, potentially allowing manufacturing to begin in late 2027 or early 2028.
Raytheon’s involvement also points to the PAC-2 GEM-T as the interceptor that could potentially be produced in Ukraine. The company manufactures the PAC-2 GEM-T, while the newer PAC-3 family, including the PAC-3 MSE, is produced by Lockheed Martin.

The push for domestic production comes as Ukraine continues to secure air defense missiles from its partners in relatively small batches. Speaking at a briefing in New York, Zelenskyy said Ukraine was gradually accumulating hundreds of missiles, often receiving only one or two at a time.
“No one is talking about hundreds or thousands. We are gathering hundreds, one or two missiles at a time,” Zelenskyy said, adding that even small deliveries can require decisions at the level of partner countries’ leaders.
