US Restores Ballistic-Missile Warnings to Ukraine as Russia Hits Kyiv High-Rise, Killing 2

Washington has restored critical early-warning intelligence on Russian ballistic missile launches just as Kyiv was hit again—this time by a strike on a 24-story residential tower that killed two people.
The United States has restored early-warning intelligence sharing with Ukraine on Russian ballistic missile launches, President Volodymyr Zelenskyy said on October 21, as a Russian strike hit a 24-story residential building in Kyiv, killing at least two people and injuring two other persons.
Explosions were heard across the Ukrainian capital in the morning, with one strike hitting the Sviatoshynskyi district.

Kyiv Mayor Vitali Klitschko said the projectile struck the high-rise at approximately the 20th-floor level, triggering a fire.
“In the Sviatoshynskyi district, there was a strike on a 24-story residential building at the level of the 20th floor. There is a fire. Emergency services are heading to the scene,” Klitschko said.
Kyiv City Military Administration initially reported one fatality before authorities confirmed that the death toll had risen to two. Two additional people were injured.

Against the backdrop of the latest Russian strike, Zelenskyy said Washington has resumed sharing intelligence used to provide Ukraine with warning of incoming Russian ballistic missiles—a capability he has repeatedly described as critical because such weapons leave civilians only a short window to reach shelter.
“I am talking about early warning, which is very important for our people, for children, adults, and civilians, because we can receive a warning about an approaching ballistic missile,” Zelenskyy said.

The Ukrainian President said Kyiv was grateful that intelligence cooperation with the US was functioning again. He made the remarks after a meeting with US presidential special envoy Steve Witkoff and noted that he had also discussed intelligence sharing with US Secretary of State Marco Rubio.
The restoration comes after Zelenskyy recently said Ukraine had stopped receiving some US warnings about Russian ballistic launches amid mounting tensions between Kyiv and Washington.
Earlier, reports emerged that Russia has carried out 2,147 attacks on Ukraine’s energy infrastructure since July 16, with strikes recorded every day.
