Ukrainian President Volodymyr Zelenskyy approved new long-range retaliatory operations against Russian targets and announced measures to scale up the domestic production of high-speed drone interceptors following briefings from defense leadership, he said on September 19.
Speaking after reports from Defense Minister Yevhen Khmara and Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatyi, Zelenskyy outlined structural management updates to the Medical Forces following recent leadership changes, stressing that command priorities must focus on military-wide integration.

“Scaling up the successful experience of the Defense Forces is a priority for commanders at all levels,” Zelenskyy stated.
Zelenskyy also confirmed updates to the regulatory framework governing foreign volunteers serving in Ukraine’s Defense Forces.
“Everyone who feels that our defense of Ukraine’s independence has global significance should receive a proper opportunity to prove themselves and appropriate respect,” he noted, expressing gratitude to foreign volunteers already contributing to Ukraine’s defense.
On defense technology, Zelenskyy highlighted progress in countering Russia’s high-speed aerial threats. Ukrainian engineers have developed interceptors that successfully destroyed jet-powered Iranian-designed Shahed attack drones during operational trials.

“Importantly, there is another positive result from testing interceptors against jet Shaheds: an interception took place,” Zelenskyy said. “I thank all the developers and our warriors. We will scale it up”.
“We are moving forward step by step to provide Ukraine with greater protection. Thank you to all the developers and manufacturers who work every day to scale up the weapons we need,” Zelenskyy continued.
He added that the government is working to ensure “systemic application, constant efficiency in interceptions, and the necessary mass production.”
Following further strategic planning with Commander-in-Chief Drapatyi, Zelenskyy confirmed that additional retaliatory long-range strikes have been cleared.
“I also approved new long-range operations in response to Russian strikes,” Zelenskyy said. “We are preparing an expansion of our long-range capabilities.”
Russian forces have recently attacked Sumy and surrounding areas, striking a high-rise residential building between the third and fourth floors, killing at least two people and injuring multiple others.
Following the attack, Zelenskyy urged international partners to step up measures against Russian aggression.
