Zelenskyy emphasized that each individual case poses severe diplomatic hurdles, citing complex verification and identification requirements compounded by persistent opposition from Moscow. The two leaders agreed to launch coordinated work between their respective operational teams to formulate targeted mechanisms for bringing children home.
The discussions also addressed prospective contributions from Andorra toward safeguarding Ukraine’s critical power grid.
Zelenskyy briefed the Prime Minister on the operational reality surrounding continuous Russian strikes on municipal infrastructure and the ensuing structural damage, noting that winter energy assistance remains vital to maintaining public welfare.

At an international conference in Toronto on September 29, Ukraine confirmed that Russia had unlawfully deported or forcibly transferred more than 20,000 Ukrainian children.
Ukrainian officials reported that 2,644 children had been successfully returned home by the time of the event.
